The "Made in Israel (Blue-White)" Forum, operating within the Manufacturers Association of Israel, works to expand procurement of locally made goods — by ensuring enforcement of the statutory preference for domestic products in public tenders and of reciprocal (offset) procurement requirements, and by encouraging voluntary blue-and-white purchasing among the public.
The Forum sets the strategy and policy of the "Made in Israel" Headquarters and formulates the positions it presents to Israeli decision-makers, with the aim of strengthening industrial plants and increasing employment in Israel.
The Headquarters works with the Blue-White Headquarters at the Ministry of Economy and Industry and at the Histadrut, and with the Industrial Cooperation Authority on reciprocal procurement. Joint activity includes advancing legislation to broaden the domestic-preference requirement and revise the rules of origin for Israeli-made goods; individual intervention where local industry is harmed; awarding the "Made in Israel" label to local goods and fresh produce; educational and marketing work with students, youth and workers' committees; and media campaigns.
The Forum has 54 members — its Chair, CEOs and senior executives representing Israeli industry across all sectors. Its discussions address branding strategy, legislative amendments, exceptional cases under the new rules of origin, enforcement including reciprocal procurement, representation before the Knesset Economic Affairs Committee, the Accountant General and the Ministry of Economy and Industry, and courses of action via anti-dumping levies, standardization and customs, in light of the GPA.
